Systems Oscillate

For those who understand physics, you will appreciate, the cyclic or oscillating nature of the universe. Does this make sense?

We ban lead paint and toys painted with the stuff because lead is toxic and we don't want children putting these in their mouths, do we? Then we encourage children and adults to at least twice per day brush their teeth with fluoride toothpaste. The packet says do not swallow, because fluoride is toxic. It is more toxic than lead and we don't want lead painted toys in our mouths. So why do we put a carcinogen, neurotoxin, that damages teeth, bone, and is a cumulative poison in our mouths?
